Tourism currently plays an active role in improving the economy in a country in the world this makes tourism as a sector that plays an important role in development. One of the potential tourist in Blitar is Pangi beach. The purpose of this study is to find out how the strategy of coastal development of Pangi and the role of society and government. This research is a descriptive qualitative research by taking data that is done through observation, questionnaire and interview. The results of the research obtained are human resources, facilities and accessibility, financing fund, community, regulation, marketing, competitors, market and technology in Pangi beach and the role of the community in the from of Pokdarwis organization, maintaining the places of levies, parking lots and also renting small boats for visitors. The role of government in the from of providing gazebo, fix road access, market and give permission.
