This Scientific article examines the development of religious tourism area pasarean Syaikhona Kholil which is a major tourist destination in Bangkalan. This study aims to answer the questionable question in the formulation of the problem, that is how the role of local government as a stakeholder to the development of tourism area pasarean Syaikhona Kholil and how community efforts in providing services and management of the development pasarean Syaikhona Kholil. The writing of this report is presented qualitatively. The method used to collect data is descriptive qualitative method by observation, interview, documentation and triangulation. Data obtained then analyzed by using SWOT analysis. The results showed that the role of government as a stakeholder has been regulated in the 1945 Constitution and the efforts of the public in providing services less than the maximum. The conclusion is planning marketing strategy, infrastructure improvement, and empowerment of human resources.
