The article considers theoretical and practical aspects of the application of cluster approach to the tourism development. The problems and prospects of the formation of tourism clusters, methods of managing them, taking into consideration regional perspective, are shown. In addition, the article discusses the current regulatory documents that determine the development of tourism clusters in the regions of the Russian Federation in the aspect of formation of the institutional environment.
