Ministry of Science, Research and Technology in charge of the production of knowledge, and develop the country's research and knowledge as a key organization in this respect and the Organizational capital is an important subject in this ministry. If the Ministry is responsible for knowledge management, must be able to make it in better condition on their organization. This study is seeking for response to the question whether there is a significant relationship between intellectual capital to create and transfer knowledge and the creation and transfer of knowledge and intellectual capital of the Ministry of Science, Research and Technology? The research hypotheses are: there is a relation between the creation and transfer of knowledge and intellectual capital (main hypothesis) as well as there is a relation between human, structure and communication factors and the creation and transfer of knowledge within the Ministry of Science, Research and Technology (three sub-hypothesis). The population of the research staff of the Ministry of Science, among them 227 subjects were selected by cluster sampling method. Research Tool was a questionnaire (alpha= 0/864) and the results shows that human, structure and communication factors has a relation whit creation and transfer of knowledge in SRT ministry.
