The international climate change regime presents peculiarities in their formative period that are interesting for international relations studies, because it involves some dilemmas of cooperation in a multilateral arena such as the number of actors (state and non state), besides the presence of institutions and international organizations. The dynamics of the formation of this global impactregime helps to create an analysis on the multilateralism and its cooperation issues. This regime is inserted into both the problems of collaboration and coordination with regard to the challenges of the multilateral arena.
