In order to access IED which do not support IEC61850 standard into integrated automation system of substation with IEC61850 communication system, the paper introduced overall design schemes of software and hardware of a communication manager of substation based on analysis of function requirements and application mode in communication system of substation of the communication manager. The communication manager is designed by use of Atom 230 microprocessor and Linux embedded operation system, which has multi network ports and multi serial ports for accessing all kinds of IEDs, and has function of converting traditional communication protocols into IEC61850 protocol.
