After the government promulgated The Overall Scheme for Developing Tourism in Vietnam until the year 2020 and with a vision for the year 2030, the People’s Committees of cities and provinces, including Tay Ninh province, also promulgated their schemes for developing tourism in their own context. The schemes specify the direction for developing tourism in a distant future. During the implementation process it is necessary to have short-term plans compatible with changes in the market in each period. This article introduces a model for innovating services for developing tourism in Tay Ninh province. This model has four questions including two questions approaching demand and two questions approaching supply. In order to answer the two questions of demand, a survey of 120 tourists to Tay Ninh was carried out. Data for supply was pooled by using a focus group of 12 experts. The data was analysed to find compatible characteristics between demand and supply, thereby specifying innovations in products and innovations in the process of providing services that need to be conducted during the planning period of 2015 –2020
