Influence of Environmental Regulation on Green Total Factor Productivity of Marine Economy

Based on the data of China's 11 coastal provinces from 2006 to 2018, this paper synthesized the government-led and market-driven environmental regulations, and used entropy weight method to get the intensity of marine environmental regulations. Combined with SBM model and Malmquist-Luenberger index, the green total factor productivity of marine economy in coastal provinces was measured. On this basis, it empirically analyzed the influence of environmental regulation on the green total factor productivity of marine economy, and tested the mediating effect of technological innovation. The results showed that environmental regulation could promote the growth of green total factor productivity of marine economy, but there was heterogeneity between coastal provinces south and north of the Yangtze River. Environmental regulation could affect the green total factor productivity of marine economy by affecting the input and output of marine science and technology innovation. Finally, this paper put forward policy suggestions to promote the green development of marine economy from two aspects: deepening the reform of environmental regulation and strengthening technological innovation.
