In order to promote the safety behaviors of miners and reduce the occurrence of coal mine accidents, based on deterrence theory and control theory, this paper studies the influence of organizational deterrence and incentive mechanism on safety behaviors of minersas well as the moderating effect of face orientationunder the framework of organizational control. By collecting data from a questionnaire survey of front-line miners in a coal mine in Shanxi Province, the correlation analysis and hierarchical regression methods are used to verify results. The results show that the organizational control has a significant effect on the safety behaviors of miners, and the role of organizational deterrence is better than the incentive mechanism. Moreover, there is a moderating effect between the organizational deterrence and the incentive mechanism.
