[Purpose/significance] Public affairs discussion is a special activity that generates and shares knowledge. The Internet and information technology have changed the ways of knowledge production and sharing, as well as promoted the development of online public affairs discussion. Understanding the logic of public knowledge’s formation in public affairs discussion can contribute to comprehending the essence, measuring the effectiveness and supporting the decision-making in public affairs discussion, also helping us explore the knowledge production and sharing in cyberspace. This paper intends to discuss the logic of public knowledge’s formation in online public affairs discussion. [Method/process] At first, this paper analyzed the knowledge category, elements and process by using an Internet forum case. Then, this paper presented a logic formation model about public knowledge in online public affairs discussion. [Result/conclusion] The logic formation model is verified about the explanatory ability to illustrate online public affairs discussion practice. The public knowledge’s formation characteristics and the obstacles in the discussion practice are discussed.
