The <i>Kabu-ido</i> system was a customary institution for groundwater management in a ring levee area of the Tokai region in Japan. It consists of three programs, a permit system for groundwater pumping, groundwater pricing, and economic compensation. The purpose of this paper is to clarify characteristics of the <i>Kabu-ido</i> as a groundwater management institution.
