The exploration and construction of ocean culture theory system have been constructed for years in China, but as a specialized theoretical system, it has not been recognized by the academic community. In order to enhance the cultural soft power of marine power construction of China, the paper answered the basic questions of the subjectivity of ocean culture, analyzed the challenges faced by the construction of ocean culture, and put forward targeted suggestions. The results showed that ocean culture was a unique subject of knowledge category and a systematic theoretical system. Due to the influence of traditional academic thinking and the theory construction, the construction of theoretical subjectivity of ocean culture had not yet been really established. In order to construct the theoretical subjectivity of ocean culture, it should adhere to the construction idea of "human and ocean subject", the value orientation of "human and ocean harmony", the research principle of "human and ocean dependence" and the research method of "human and ocean interaction".
