The European Environment Agency defines the concept of cost-efficiency as “a comparison of the effects of a set of measures with the costs of their implementation”, and applied to the environment policy it means “a comparison between the implementation costs of the same environment legislation in different countries.”[1] Practically, a higher cost-efficiency means obtaining better results with less money.
