After the Ottoman Empire emerged defeated from the Balkan War, it started modernization movements within the Army. In the meanwhile, the industrialization race in European countries led to the start of World War One, triggered with the assassination of the Crown Prince of the Austro-Hungarian Empire. Following the beginning of the war, the Ottoman Empire declared mobilization and it reorganized the foundation organization of the Army in accordance with the mobilization. Criteria necessary for military service were determined according to the Obligatory Military Service Temporary Law. In addition to this, thirteen Army Corps Recruiting Zones were established.
