This paper examines the current situation of the development of the stall economy by analyzing data from Yujincheng area of Xi’an. And analyzes the four dimensions of the development of the stall economy in the context of COVID-19 under the SWOT perspective, and proposes feasible suggestions and countermeasures for the sustainable development of the stall economy by applying the four SWOT strategies.
