Explicit value quantification of demand-side adjustment on reducing distribution network expansion cost

Demand-side adjustment is efficient to reduce the investment costs of distribution expansion planning, especially when the three phases are unbalanced. However, the rationality of pre-set allowance paid for load adjustment cannot be guaranteed. To help reflect the true contribution of consumer behaviors when making incentive plans, a planning-oriented value quantification method for the demand-side adjustment is proposed. Based on a linear three-phase expansion planning model, optimization problems are constructed to determine the investment decisions and the corresponding feasible regions of adjustment levels successively. The simulation results of the three-phase IEEE 33-bus distribution network demonstrate the effectiveness of the proposed method.
