In 1933, Edouard Herriot, Mayor of Lyon, decides to employ the unemployed persons for the clearance of the ancient theater of Fourvière. Archaeological research conducted by “l’Atelier de fouilles” (excavations wokshop), then became “Service archéologique de la Ville de Lyon” (SAVL) (Archeological Unit of city of Lyon) are restored in inhabitants of Lyon. In 2004, after having positioned singular culture in urban policy and social cohesion is finalized in Lyon first Charter of cultural cooperation. It is to engage in the respect of their missions, the network of major cultural institutions in what was then called the city Contract. They develop cultural services "common law" in the priority areas. The archaeological unit, signed since the beginning and particularly active since 2006 with the increased operational activity and the creation of the post of archaeologist in charge of communication, has become natural and concretely in this framework "for the city". On 26 March 2013, the 3rd Charter signed by 22 cultural institutions of Lyon, the city of Lyon, Rhône-Alpes, the Prefecture, the DRAC and the Chamber of Commerce and Industry. This 3rd Charter exposes the responsibilities waited towards the operators of the culture for a harmonious development of the city. Actions broadcast and restitution of archeology contribute to quite significant and often beyond what could be expected. The SAVL’s main commitments : (1) educational responsibility (field of popular education and national education) through the sharing of knowledge, (2) social responsibility (taking account of the diversity of public) accompanying initiatives inhabitants and promoting governance (participatory democracy), (3) territorial responsibility (establishment of a "local archeology" in particular in 7 of the 14 priority areas) and contribution to environmental thought (thanks to paleoenvironmental studies). Shareq are co-built with the social-cultural actors (network "popular education"), the structures of socio-professional insertion (home employment and training, governance area, training centers), the staff of schools (principals, teachers and ATSEM), cultural institutions (Museum of Contemporary Art, Municipal Archives, Museum of Fine Arts, Opera, Museums Gadagne ...), and of course people. Archaeological Unit, intervene on archaeologically rich area or urbanized territories recently, contributing to the spread trades archeology in general (from the unskilled road worker to the mediator) and cultural openness (sharpen eyes and cross the fields of Culture).
